Boulder Shows It Still Doesn’t Get It on Proposed Widening of Arapahoe Road

A news article and an accompanying op-ed by the editor in chief were published in the Daily Camera in June 2017, and it made my blood boil.

Here we are in 2017, and despite over 100 years of repeated failure, too many citizens, elected officials, and staff continue to be convinced that it is necessary to spend a huge amount of what I thought were scarce public dollars (not so scarce when it comes to road/intersection widening and buying Pentagon weapons, though…) to worsen transportation, taxes, land use patterns, and quality of life by widening roads and intersections.

My friend Michael Ronkin informed me later that day, after I read these disheartening newspaper submissions, that even Geneva, Switzerland is not truly getting this.

It galls me that those proposing these road or intersection “improvements” in the face of growth projections consider themselves to be “far-sighted” in calling for this in advance of the growth. Part of the thinking, as Charles Marohn points out, is that road and intersection widenings in the past were not widened “enough,” the road or intersection was soon overwhelmed with “excess” car trips, and it was discovered that the need for a SECOND widening was far more expensive, overall, than if the road or intersection was widened “enough” in the first place. “Enough” so that the second widening would have been unnecessary. The solution? Deliberately overbuild the size of the road or intersection so that the unexpected surge in car trips in the future could be accommodated without the need for a very costly second widening. This is considered being “farsighted.”

However, by widening roads or intersections, at great public expense, such “far-sighted” people are locking their communities into a far worse future. They don’t have a clue about things like induced car travel demand (new car trips that would not have occurred had we not widened) and how bigger roads/intersections inevitably lead to more sprawl and car dependence. And a loss of a sense of place or a sense of small town charm.

They don’t realize there is an alternative to the century-long ruinous widenings. “Let It Be,” as the Beatles once said, and socially desirable results will emerge (rather than be undermined by widening). If we don’t try to “solve” anticipated congestion by widening, we will realize slower speeds, less car travel, more bicycling/walking/transit, more compact development, more of a sense of place and charm, lower taxes, less car crashes, less obesity, etc.

I am convinced that once a society commits itself to a car-happy world by building happy-car infrastructure (dispersed low density development, big parking lots, big roads, big setbacks, big intersections, single-use development, etc.), it traps itself in an irreversible downward spiral, because even in “enlightened” communities such as Boulder, the car-oriented road infrastructure and the dispersed land use patterns needed to make car travel free-flowing obligates citizens to angrily insist that car-happy design (which is extremely hostile to non-car travel) continue to be provided. After all, the community now forces citizens to travel by car. There is seemingly no alternative. We must dig the hole deeper. We must lock ourselves further into car dependence.

Given this downwardly spiraling trap, America and its cities will need to run out of money before it is forced to stop the unsustainable insanity of widening roads and intersections. After all, even a century of failed widenings has apparently taught us nothing at all.

A final note: Boulder and Boulder County pride themselves in being smart, progressive, and cutting edge — particularly when it comes to transportation. But these planned road and intersection “improvements” on Arapahoe Avenue illustrates that Boulder is far behind the times and continues to be moronic when it comes to transportation.

By the way, a number of folks in Boulder like to respond to my pointing out that Boulder doesn’t get it regarding widenings by saying that Boulder no longer widens roads. While that may be true, Boulder continues to widen INTERSECTIONS (by creating double-left Arapahoe Ave Boulder COturn lanes, for example) all the time. But bigger intersections are worse than wider roads in many ways. For example, oversized intersections forever lose the ability to create a small town sense of place. It will always be a placeless, car-based location where people will never want to hang out. Such intersections will forever fail to pay for themselves because they eliminate the sales tax and property tax potential of those locations.

One of our societal problems is that news reporters often perpetuate myths when they write on topics they are not informed about. Many readers assume that if the comments are published in a newspaper, they are probably true.

This is a particularly big problem on the topic of transportation, as citizens (including reporters) tend to think it is so obvious what needs to be done to improve transportation. It is common sense! They fail to realize that many effective transportation tools are counter-intuitive.

Unfortunately, I will be stepping down from the Boulder Transportation Advisory Board before I get a chance to speak out against this tragic mistake and cast a lone vote against the proposed Arapahoe Avenue “improvements.”

Why Are Traffic Deaths So Barbarically High?

It is inexcusable that when we look at traffic fatalities — and the all-too-common call to reduce the number of fatalities with “safer” cars — we ignore the huge number of bicyclists and pedestrians killed by motorists.

As my op-ed in the Boulder (Colorado) Daily Camera noted recently, despite a century of “redoubling our efforts” every few years to make our roads safer for cyclists and pedestrians, our roads are the most dangerous than they have ever been. Adding more road caution signsWARNING signs, WARNING paint, WARNING education, WARNING enforcement, and WARNING lights (as Boulder is once again proposing to do this year) has done nothing meaningful to make roads safer (many persuasively argue such things make our roads LESS safe).

But I’ll ignore cyclist and pedestrian deaths for the time being.

It is quite common for someone to point to an increase (or decrease) in traffic fatalities suffered by motorists and their passengers over the past year as indicative of a long-term trend – and what has allegedly caused the “trend.” But statistical principles and the complexity of transportation inform us that taking a one-year data point – and then applying a single variable to explain it – is highly unlikely to be accurate. Not nearly enough time has elapsed. And there are way too many variables when it comes to transportation.

An extremely important question I want to ask, rather than trying to explain a one-year change in fatalities, is why motorist deaths have been barbarically high for so long. The US has suffered over 30,000 traffic deaths per year since the 1930s.

And no one seems to care, when we compare concern about traffic deaths to the hysteria about drugs and terrorists and communists…

How have we gotten to this state of affairs?

First, the vast majority of motorists/Americans/elected officials have one objective that is light years more important than safety or quality of community: SPEED. Anything that slows motorists down — such as traffic congestion, road diets, traffic calming, etc. — must be furiously fought against with any and all means necessary.maxresdefault

Even in allegedly enlightened and progressive Boulder, free-flowing, high-speed car travel is head and shoulders above almost anything else as a measure of quality of life.

This single-minded focus explains why cities such as Boulder have a huge number of roads that have way too many travel lanes. Anything more than 3 is incompatible with a quality city, yet Boulder has many roadways (stroads, as Chuck Marohn would call them) that are in the 6- to 12- lane range. Anything more than 3 or 4 lanes is inevitably a recipe for a huge number of car crashes and fatalities.

More of the same thing all American communities have been doing for a century — more WARNING signs, more WARNING paint, more WARNING education, more WARNING enforcement, and more WARNING lights — will do nothing to make such monster roads anything other than on-going death traps.

Yet this same old song and dance is precisely what Boulder proposes to do as it rolls out its exciting “new” objective called “Toward Vision Zero.”

Excuse me for not being optimistic about Boulder not achieving this objective.

A related problem for almost every city — including Boulder — is the century-long use of the “forgiving road” design paradigm, which “forgives” the motorist for driving too fast or not paying attention. Using the “forgiving street” strategy, we remove street trees, make intersections and turn radii crazy big in size, create “super-elevations” at road turns, remove on-street parking, eliminate mid-block pedestrian crossings, move cyclists onto off-street paths, pull buildings away from the street and street corners, etc.

The result?

For several decades, we’ve had an epidemic of excessive speeds and inattentive driving. A great way to ramp up the death toll.

Most cities – to enable easy, high-speed car travel — have followed the path Boulder has taken over the past century regarding land use patterns by keeping densities at ridiculously low levels and strictly separated houses from shops and jobs and offices.

The result?

Distances to daily destinations are extremely lengthy, which makes it impossible for all but a tiny number of people to make ALL trips by car. That guarantees a large number of annual motorist deaths, as driving a car is inherently very dangerous — due to the fact that cars are heavy, large, able to achieve high speeds, and substantially reduce the sense of hearing and sight that a motorist has outside of a car.

One example of a destination that is now nowhere near any homes is an iconic social gathering place: the pub. Unlike in past times, it is now almost impossible to walk or bike home after having a few beers. Inevitably, that means a lot of people are driving in an inebriated state.

The “forgiving street” design paradigm has so substantially increased inattentiveness that a huge number of motorists now drive inattentively at high speeds. Again, a great way to ensure a huge number of motorists crashing and dying.

Americans are extremely busy – probably a lot more so than in the past – and the motor vehicle provides a way to save time: drive very fast. Oops. Another way to kill people in car crashes.

Solutions? The effective tactics are nearly impossible to achieve in almost any city – including Boulder — where 98 percent of the population will fight to the death to stop these safety measures from being enacted:

  1. More compact, mixed-use land use patterns so that travel distances are short enough to make walking and bicycling feasible for most people and most trips.
  2. Toss out the forgiving street paradigm in favor of designing streets that obligate slower, attentive driving.
  3. Substantially shrink the size of nearly every road and intersection.road diet before and after

But each of these essential tasks (if we are serious about achieving Vision Zero) is utterly off the table – not even something that one is allowed to mention in “polite society.”

Much of what I advocate in transportation is an “off the table” topic. My friend Jim Kunstler just pointed out that this “elephant in the bedroom” syndrome has a name. It is called the Overton Bubble.

In sum, because we are probably decades away from having the political will to opt for effective street safety methods, we will continue to see over 30,000 American motorists die every year for the remainder of our lives.

After all, speed — not safety — is what we sincerely seek.

Is Traffic Calming Unsafe?

On October 5th, David Wagner alleged in the Boulder CO Daily Camera that traffic calming (which uses street design to slow cars to safe speeds) does not improve safety, yet significantly degrades fire safety (due to slower response times).

This is a red herring.

A study by Peter Swift conducted in Longmont CO found that when cities use excessive dimensions for roads to reduce fire truck response times, there is a net LOSS in overall safety.

Why?

Because those road dimensions lead to a large increase in car crashes, and the number of injuries and deaths caused by that increase in car crashes far exceeds any decrease in fire injuries/deaths due to allegedly slower fire truck response times. Dan Burden – a national traffic calming expert and son of a fire chief – disputes the claim that fire truck response 8330087time is significantly slowed. Boulder would benefit from having Burden conduct a traffic calming audit with the Boulder fire department, and demonstrate designs that slow cars without slowing fire trucks.

Swift’s study shows that safety is far better served when a community focuses on the much broader question of LIFE SAFETY rather than the subset of FIRE SAFETY.

Something not easy to measure in studies: When car speeds are not slowed by traffic calming measures, a large number of potential bicyclists and pedestrians are deterred from biking or walking (particularly children and seniors) due to perceived danger of high car speeds. Conversely, slow car speeds effectively recruit large numbers of cyclists and peds. Studies show that a society where there is less walking and cycling — and the more driving — public health declines and deaths increase.

The Transportation Advisory Board has been inundated with dozens of emails from citizens throughout the city pleading for the Board to calm their neighborhood streets due to dangerous speeding and cut-through traffic.

They would beg to differ with Mr. Wagner’s remarks.

Traffic Safety in Boulder

As a member of the Boulder Transportation Advisory Board, I am alarmed  by the recent uptick in serious injuries and deaths caused by vehicle crashes on roads in our area. I am ashamed that our community seems poised to respond with the same old song and dance.

Three factors are primarily responsible for enormous traffic safety problems that persist in Boulder.bike-car-crash1

First, roadways and intersections have grown enormous in size in Boulder. Roads such as Arapahoe, Canyon, Colorado, 28th Street, and Baseline now have such a large number of travel lanes and turn lanes that pedestrians and bicyclists must now cross a huge distance made more daunting by the high speed car traffic on these roads. Anything more than 3 or 4 lanes is extremely dangerous to cross, and these roadways now contain up to 7 or 8 lanes. This oversizing has been driven by an effort to promote “free-flowing” traffic – even at rush hour. Given the enormous size of cars (a person consumes 17 to 100 times more space in a car than in a chair), and the large number of regional commuters coming to Boulder each day, retaining “free-flowing” traffic — even at rush hour — is a recipe for finding yourself oversizing streets and intersections. Boulder has certainly done that. By doing so, Boulder now has a number of oversized roads that are too big for a city, too big for safe bicycling or walking, and too big to have any reasonable chance to achieve an emerging plan of “vision zero” for crashes (reducing the number of traffic deaths and serious injuries to zero). To put the oversizing problem in perspective, if we want to carry 50,000 people per hour in each direction of a road, we’d need one lane worth of road if they are carried by train, two lanes if carried by bus, and 18 lanes if carried by car.

Second, it is important to note that at the dawn of the auto age a century ago, nearly all American cities – including Boulder — adopted forgiving roadway design. Forgiving design “forgives” a motorist for driving too fast or not paying attention by increasing the width of travel lanes, adding travel lanes, and removing “obstacles” from the areas flanking roads (trees, buildings, etc.). The naïve thought was that this would reduce the number of things motorists would crash into.

The unintended consequence, however, was that this design significantly increased motorist speeding and inattentiveness, as a motorist tends to drive as fast and as inattentively as the roadway design allows. The result of forgiving design is that there is an epidemic in motorist speeding and inattentiveness – aggravated by the concurrent epidemic in sleep deprivation that causes most all of us to occasionally fall asleep at the wheel.

Third, for 100 years, nearly all US cities — every few years — have “renewed their efforts” to improve traffic safety. We “redouble our work” to institute the “Five Warnings:”

Warning signs are installed. Warning lights are erected. Warning paint is painted. Warning education is introduced. Warning enforcement is pushed.

After all those campaigns over the past century have been waged, what has been the result? We have, today, the most dangerous streets we have ever had. Clearly, the Five Warnings have been ineffective.

For several decades, we have been so successful in providing for fast, unobstructed travel by car that it has substantially undermined transit ridership, walking, and bicycling. “Danger” is an all-too-frequent reason given in surveys for not bicycling, for example.

Wide travel lanes and multi-lane roads exert a nearly irresistible influence over a motorist. Even motorists who are not inclined to drive fast creep up to highway speeds. Amplifying this problem: large numbers of drug- or alcohol-impaired drivers, sleep-deprived drivers, and time-starved drivers. These factors are a dangerous mix, as they induce a great deal of high-speed, inattentive, reckless driving.

As noted above, making a street “safer” too often increases vehicle speeds, which makes the streets less safe – particularly for pedestrians and cyclists. One result: a disproportionate number of serious injuries and deaths in Boulder are suffered by pedestrians and bicyclists. About 40 percent of all children killed in motor vehicle crashes nationally are killed while walking or riding a bicycle.

Measured by “years of life lost,” motor vehicles fatalities rank third.

Since 1930, over 30,000 Americans die in motor vehicle crashes annually.

This is appalling. And should be completely unacceptable to any civilized society.

The Importance of Traffic Calming

One of the most common requests by citizens to our Board is the need to reinstate the neighborhood traffic calming program that was defunded in the early 2000s. Speeding, cut-through vehicles are a serious problem for many neighborhoods. Such traffic discourages bicycling and walking, substantially increases noise pollution, endangers our most vulnerable (seniors, children, the handicapped, and pets), is a primary cause of loss of neighborhood quality of life, and fuels opposition to infill development.

Traffic calming, which is a street design that obligates motorists to drive more slowly and attentively, has been shown to dramatically improve street safety. Desirable design examples include traffic circles or roundabouts, curb “bulbouts” (which reduce the width of the street), and removal of travel lanes or turn lanes. Roadway geometry in safety-sensitive areas, such as schools, needs to keep speeds near 20 miles per hour. Traffic circles reduce crashes by 50 to 90 percent, compared to two-way and four-way stop signs and traffic signals, by slowing cars and reducing the number of conflict points.

Note that in general, “horizontal calming interventions” such as circles and neck-downs are more desirable than “vertical calming interventions” such as speed humps. Among other things, humps cause noise pollution problems and can dangerously impede fire truck and other emergency vehicle response times.

Motorists are more likely to collide with pedestrians at higher speeds. At 60 miles per hour, the field of vision of the motorist is two-thirds less than at 30 miles per hour. In addition, the probability of a pedestrian being killed is only 3.5 percent when a vehicle is traveling at 15 miles per hour, but jumps to 37 percent at 31 miles per hour and 83 percent at 44 miles per hour.

Despite the conventional wisdom, stop signs do not affect overall speeds or control speeding. Posting lower speed limits and enforcing them is not sufficient to achieve needed reductions in speeding. Modest physical reconfiguration of streets is the only reliable and cost-effective way to slow and control inattentive speeding.

Calming helps reduce neighborhood noise pollution. Higher speeds substantially increase noise pollution.

The Federal Highway Administration (FHA) notes that the importance of reducing traffic speed cannot be overemphasized, and has stated that traffic calming is one of the more cost-effective ways to promote pedestrian and bicycle use in urban and suburban areas, where walking and bicycling are often hazardous and uncomfortable. And as for children, Stina Sandels, a world authority on children and road accidents, says that the best road safety education cannot adapt a child to modern traffic, so traffic must be adapted to the child.

Fortunately, there are effective street design tactics to substantially increase road safety, and these methods can be deployed without significantly slowing emergency vehicle response times.

I urge Council to restore funding for neighborhood traffic calming. Since the City does not have the authority to introduce safe, speed-slowing designs on larger state roads, I urge Council to lobby the State legislature to give Boulder the authority to do so.

Summary

How about if we do something effective to improve traffic safety?

  1. What if, instead of pursuing the ruinous objective of maintaining “free flowing” traffic (even at rush hour), we start the process of shrinking the size of the many over-sized roads and intersections in Boulder to induce slower, more attentive driving? (not to mention a financially healthy atmosphere for retail, and a higher quality of life for homes)
  2. What if, instead of continuing the counterproductive “forgiving” street design paradigm, we revise Boulder’s street design manuals to obligate slower speed, attentive driving? (including a restoration of the Boulder traffic calming program)
  3. What if, instead of continuing the failed, century-long effort of using the “Five Warnings” — which amounts to a form of blaming the pedestrian and bicyclist victim — we put more of the onus on traffic engineers to design streets to obligate safe motorist behavior? How about if we return our transportation system to people, instead of our on-going effort to be a doormat for ruinous levels of car travel?

In addition to the above, I recommend more compact development in appropriate locations, sponsoring a transportation safety speaker series, and more street connectivity.

We have a duty to make Boulder streets much safer.

What is Causing the Fierce Opposition to Right Sizing Folsom?

In my opinion, there are three things that are primarily creating the extreme opposition to right-sizing Folsom Street in Boulder, Colorado.

  1. When people travel inside huge metal boxes, they inevitably are slowed down on roads, even if there are only a few other metal boxes out there (because the boxes take up so much space). The result is that pretty much every time a person drives a car, they are frustrated by being slowed down, so for their city to deliberately slow them down even MORE is an outrage!
  2. The local newspaper has spun this project to make it seem like there are only trivial, inappropriate reasons to do the right-sizing: slightly widen existing bike lanes, and FORCING EVERYONE to stop driving and start biking. This spin understandably provokes rage, as the benefits seem minor and only benefits a tiny number of people. But doing so ignores the many other benefits: far fewer crashes and near misses, far less speeding, calmer traffic, less air emissions, better environment for businesses and homes, safer for walking, discretionary car trips are reduced, and more space for beautifying the street. The newspaper also runs a steady drumbeat of letters by folks who are SCREAMING about the catastrophic, 24/7 gridlock (I have been on the street all days of the week and all hours of the day and have seen no real congestion). The result is that many who read the letters are convinced that there IS 24/7 gridlock and therefore conclude that the project is an utter failure (and state they are no longer driving the road to patronize businesses).
  3. We lead extremely busy lives these days, so losing even 30 seconds on the road is utterly unacceptable.

In Boulder, I have learned that nearly everyone (including those who should know better) has made the tragic mistake of equating free flowing car travel and easy parking with quality of life. That helps explain why opposition to density and tall buildings is so severe here (such development will crowd streets and parking, which therefore is a degradation of our quality of life).

Forgotten, of course, are the many awful impacts of happy driving and happy parking. Happy driving delivers more sprawl, higher taxes, more strip commercial “sellscapes,” more injuries and deaths, reduced travel by walking or bicycling or transit, less affordability, more air pollution due to more of us driving, more huge parking lots and huge intersections and huge roads, and more noise pollution.

What’s with the Double Standard on Right-Sizing a Road?

Over the past several weeks, there has been an avalanche of letters attacking the City proposal to right-size Folsom. Hundreds of opponents filled the Council auditorium to denounce the idea at multiple meetings. The complaints have been repetitive: There are no metrics telling us whether the projects have succeeded or not! Not enough involvement by stakeholders such as businesses and neighborhoods! Not enough public involvement! No studies showing whether they will work! It will cause terrible congestion and air pollution! No before and after studies! Pro-bike bias! Waste of a huge Folsom-N.-rendering_web-400x267amount of money!

First of all, citizens should know that City staff has done many studies and public meetings that are alleged to be lacking. Far more than most other transportation projects conducted in the past.

Second and much more importantly, I am utterly shocked by the double standard here. I have been working professionally and academically in transportation for over 30 years, and I have never seen this level of enraged opposition, calls for studies, and requests for more public input. One would think that the City was proposing to bring about the end of the world.

The double standard is that I don’t recall ANY opposition when the City has proposed to install a second left-turn lane at an intersection (which has been done several times in Boulder), among many other pro-car projects. No calls for studies. No demands that stakeholders be involved. No metrics telling us if the double-left had the intended benefits a year later. No before and after studies. No cries that it will increase air pollution or car dependence. No demands that the double-left turn be tested first before it is made permanent. No whining that the double-left turn is a big waste of money (for the record, double-left turns cost a lot more money, generally, than right-sizing).

Few people, if any, attend meetings to oppose such an enormous expansion of an intersection.

I would think that the outcry from a proposed double-left would be furious. After all, double-left turns increase air pollution, car trips, local taxes, regional car trips, car crashes, speeding, inattentiveness, injuries and deaths. They reduce walking trips, biking trips, and transit trips (because the intersection is now much more dangerous to walk through or bicycle through). They are toxic to businesses and homes near the intersection.

double left turn lane intersection boulderBy striking contrast, national studies show that right-sizing reduces air pollution, speeding, inattentiveness, car trips, car crashes, injuries and deaths. They increase walking trips, biking trips, and transit trips. They improve the health of retail and residences (I understand that many businesses in Seattle now ask that their street be right-sized after they have seen their competitors benefit after their streets were right-sized).

Yet in Boulder, we see furious opposition to right-sizing and hardly any objection to a proposed double-left turn. And by the way, unlike right-sizing, double-left turns are NEVER tested first to see if they will work. They are just “rammed down our throats,” as many right-sizing opponents oddly tell us about right-sizing.

Making a road change that eases bicycling and walking is met with fury. Making a road change that eases driving (and discourages bicycling and walking) is met with silence.

Given this, one would think that there is a very pro-CAR bias in Boulder. One also has to ask: Who needs enemies when we have ourselves?

War on Cars?

Many in Boulder seem to believe that City government is engaged in a “war on cars.” Let’s tally the “casualties” over the past century.

Number of motorists who killed a cyclist when crashing into them: An unacceptably large number. Number of cyclists who killed a motorist when crashing into them: Probably zero.1414284640

Taxes and asphalt cyclists (and others) must pay or put up with due to the negative costs of motoring: Very substantial and always increasing.

Taxes and asphalt motorists must pay or put up with due to the negative costs of cycling: Comparatively tiny.

Quality of life harm that cyclists (and others) must bear due to motorist noise and air pollution (cars are the largest source of noise pollution in Boulder): Substantial and uncontrollable.

Noise and air pollution caused by cyclists: Negligible.

Destinations that cyclists (and others) cannot get too because the destinations are too far away or the routes are made too dangerous by motorists: Too many.

Destinations that motorists cannot get too because the destinations are too far away or the routes are made too dangerous by cyclists: None.

Increased cost for groceries that cyclists (and others) must pay at the supermarket so that the store owner can pay the enormous cost to provide a vast sea of asphalt car parking: High and unfair, since the cyclist, pedestrian, or transit user does not need the car parking.

Increased cost for groceries that motorists must pay at the supermarket so that the store owner can pay the cost to provide bicyclc parking: Probably no cost increase.

Hmmmmmm. It appears that there is NOT a “war on cars.” Seems much more reasonable to conclude that there has been a century of all out war against cyclists (and others).
